The President Jalal Talabani Foundation played a key role in the conference "Criminal Justice and the Rule of Law in Reform Institutions in Iraq: Prospects, Challenges, and Aspirations," which was held on Wednesday, May 21, 2025, in the city of Koya.  
The event was sponsored by Dr. Muhammad Haseeb, President of the University of Koya, and Ambassador Dr. Muhammad Sabir, President of the President Jalal Talabani Foundation, in collaboration with the Federal Ministry of Justice, the University of Koya, the Universities of Baghdad, Basra, and Kirkuk, as well as the Justice for Prisoners Network and the Nisama Ataa Organization.  
The conference opened with official speeches by Ambassador Dr. Muhammad Saber, President of the President Jalal Talabani Foundation, and Dr. Muhammad Haseeb, President of the University of Koya, representing the Ministry of Higher Education and Scientific Research in the Kurdistan Region. Additionally, Dr. Ilham Majeed delivered a speech on behalf of the conference’s organizing committee, followed by remarks from Dr. Burhan Mizher Al-Qaisi, Undersecretary of the Federal Ministry of Justice, and Ms. Rand Sadiq, Executive Director of the Nisama Ataa Organization.  
The conference lasted for two days at the University of Koya, beginning on Wednesday, May 21, 2025, and concluding on Thursday, May 22, 2025.  

The first day featured several panel discussions on the efforts and achievements of the Kurdistan Parliament in establishing criminal justice, with participation from:  
- Dr. Rewaz Faiq, Speaker of the Fifth Term of the Kurdistan Parliament,  
- Dr. Jwdat Said Mir Sadiq, Representative of the Presidency of the Public Prosecution in the Kurdistan Region,  
- Mr. Shwan Sabir Ibrahim, Representative of Civil Society Organizations,  
- Dr. Khalid Ibrahim Qader, Advisor to the Ministry of Labor and Social Affairs for Institutional Reform.
