On Sunday, October 11, 2026, the Deputy Prime Minister of the Kurdistan Region, Qubad Talabani, inaugurated the newly restored foundation stone of Koya University, alongside which a new park was constructed.
The ceremony was attended by the Chairman of the President Jalal Talabani Foundation, Ambssador Dr. Mohammad Sabir; the President of Koya University, Prof. Dr. Mohammed Haseeb; the Head of the PUK's 14th Koya Branch, Kurda Omar; alongside university faculty and academic staff.
The restoration of the foundation stone and the construction of the park were completed through a joint partnership between Koya University and the President Jalal Talabani Foundation. Designed with a modern, eco-friendly framework, the park utilizes clean renewable energy to supply its operational electricity needs.
The foundation stone was originally laid in 2003 by the founder of the university, President Jalal Talabani, who remarked:
"This university will serve as a beacon of knowledge, science, and progress in the region. Koya is an extraordinarily important city, and it truly deserves to stand as a central academic hub for Iraqi Kurdistan and Iraq as a whole."
In addition to offering master's and doctoral degree programs, Koya University comprises various specialized colleges and academic departments.
