On 28 July 2025, Dr. Muhammad Sabir, President of the President Jalal Talabani Foundation, and Dr. Muhsin Adib, General Director of the General Directorate of Culture and Art of Sulaimaniyah, signed a Memorandum of Understanding (MoU) for cultural, artistic, and archival development in Sulaimaniyah which is the cultural capital of the Kurdistan Region and a UNESCO-recognized City of Literature.
The MoU outlines joint initiatives, including festivals, forums, seminars, and panel discussions, to be organized according to a mutually agreed schedule. Also, the President Jalal Talabani Foundation will provide financial support and sponsorship to the directorate as needed, particularly until the financial situation of the Kurdistan Regional Government improves.
Furthermore, the agreement states that the General Directorate of Culture and Art of Sulaimaniyah will allocate its offices, departments, and human resources to support cooperative efforts across Sulaimaniyah’s city center, districts, and sub-districts.
Finally, the MoU emphasizes cooperation between the two parties to enrich the President Jalal Talabani Foundation’s large archive collection about the late President Mam Jalal, a revered figure who was known as a friend of artists and intellectuals.
