On Wednesday, September 10, 2025, Ambassador Dr. Muhammad Sabir, President of the President Jalal Talabani Foundation, signed a memorandum of understanding with Mr. Kamil Ahmad Hamarash, the official in charge of the Consulting and Relations Office of Iraqi Companies in China.
During a meeting, the President of the President Jalal Talabani Foundation discussed with the delegation from the Consulting and Relations Office of Iraqi Companies in China the importance of China in political, economic, cultural, and historical terms, stating: "It is important for us to have strong relations with China."
The memorandum of understanding includes: "Providing legal consulting assistance by the Consulting and Relations Office of Iraqi Companies in China to any center or institution supported by the President Jalal Talabani Foundation in China."
It was also mentioned: "Conducting joint cultural activities between the President Jalal Talabani Foundation and cultural centers in China, in cooperation with the Consulting and Relations Office of Iraqi Companies in Yiwu, China."
Another point in the memorandum of understanding indicates: "Providing consulting services in the field of education for students supported by the President Jalal Talabani Foundation who wish to visit China for master's or doctoral studies, and introducing them to the student departments and universities in China with which we have direct relations."
Another section of the memorandum of understanding states: "This memorandum of understanding shall be the beginning of extensive work to enrich economic, cultural, agricultural, health, higher education, and all other areas that benefit the country."
At the end of the memorandum of understanding, it is also written: "Working to establish a sister-city relationship between Sulaymaniyah and Yiwu in China."
